CRC has gained capacity through LA funds and improved its record-keeping, activity reporting, collation of monitoring data, and provision of feedback for programme management. CRC is better equipped to prepare financial statements for their first audit exercise and has become more inclusive by hiring more staff and 3 volunteers comprised of LGBTQI, SW and PWUD- communities. CSOs will strengthen their financial, governance, administrative or advocacy capacities through involvement in different process of the Love Alliance. The support from resource partners, and consequential growth of the Alliance partners has been a constant exercise during the first year. The joint work between Sisonke and Aidsfonds has resulted in a new management structure, 21 HR policies and job descriptions were developed for the new staff members. Additionally, Mainline helped to establish SANPUD’s strategic information position needed to fully enact its responsibility as a thought leader on drug-related issues within the Love Alliance. The CSOs Imvelo Hashtag in Esctourt, NNPL and Ubumbano in Newcastle have also increased their capacity through knowledge sharing, trainings to understand their role as a partner and to make the organisations more efficient in the services that they provide to their communities. Trainings on organisational policies, HR, project management, financial management, as well as SRHR, gender and sexuality, amongst other technical topics, led to internal analysis on governance and the importance of compliance with the Department of Social Development. CSOs will strengthen their financial, governance, administrative or advocacy capacities through involvement in different process of the Love Alliance. This refers to a total target Five (5) KP-led organizations have had their capacities on advocacy strengthened through a mix of trainings, inclusion in HLMs, linking and learning with other stakeholders. Key population movements are capable, inclusive, influential and mutually supportive Key populations effectively use accountability mechanisms towards SRHR Currently there is no functioning human rights accountability mechanism at the national level, and efforts to scale up community-led monitoring are underway, but focus on HIV-related services (not SRHR independently). Uthingo Network serves on the Provincial Victim Empowerment Forum (PVEP KZN) and the Provincial Task Team against Hate Crimes and Biases (PTT), both accountability structures. Through these platforms hate crime is addressed, and stakeholders are made aware of the challenges faced by the LGBTI+ community within several government departments, including local clinics, local police stations, home affairs, and tribal councils. This network actively follows up on hate crimes and reports these to the Provincial Task Team. The network also provides psychosocial support to families that have been affected by hate crimes. The responses by the Task Team to the cases that are shared are very limited. 3 community-based organisations use the results of monitoring hate crimes as input to leverage the efforts on accountability of the South African government (This is a 5-year target) Sisonke engages with Civil Society – Community Led Monitoring (CLM) Ad Hoc Committee, which measures successful implementation of AFSA as the new PR (primary recipient for GF/PEPFAR) in South Africa. Sisonke is working closely with them to ensure that capacitation and knowledge is shared amongst them. Under CLM, communities will have tools and techniques to collect and analyse their own data; they are able to increase domestic oversight and conduct evidence-based advocacy to improve services for HIV and related conditions. NAPs have openly challenged the Minister of Social Development on the criminalization approaches against pregnant women using drugs helping in bringing the potential consequences on public health and outreach to the table. NAPs participated in the forum's meetings and District AIDS Council meetings fostering collaboration, accountability, and community building, leading to coordinated HIV/AIDS efforts, inclusion of the LGBTIQ+ community, increased transparency, and additional funding for domestic HIV programmes and initiatives. Civic space and freedoms of key populations and civil society actors is preserved and expanded and progress is made towards decriminalisation of sex work, marginalised gender identities, same sex relationships, HIV and the possession and use of drugs # of Policies formally proposed/accepted (bills, bonds, ballot measures, regulations, administrative policies etc.) related to either civic space and freedoms or (de)criminalisation. Significant international development aid has been provided for capacity building for organisations, including through PITCH and Bridging the Gaps as well as through USAID. PITCH consistently supported five grantees (mostly youth led organizations) across the lifespan of the project The national CSO Khulisa/Childlife started a learning process to integrate the topics of gender based violence (GBV), sexual and reproductive health rights and result-based management in their operation. Through workshops and other learning activities, the CSO has been equipped to incorporate into their advocacy efforts discrimination faced by YPLHIV and sex workers, and how they live in hiding and have limited knowledge about their rights. This also gave Childlife/Khulisa a different perspective on how they can contribute to advocating for key populations. The activities also led to a mapping development from Khulisa/Childlife of organizations/institutions working with the communities the Love Alliance represents to identify partnerships to include young people and ways to support them. To reduce violence against sex workers, Aidsfonds works together with Pow Wow (sex worker-led organisation from Bulawayo), ZIMSWA (national sex worker-led organisation) and the Sexual Rights Centre (national NGO. The sex worker leadership and mentorship academy will build the capacity of sex workers to advocate for their own rights. Paralegals will continue to support sex workers in accessing legal services and by establishing support groups sex workers will have increased access to psychosocial services. Description of objectives: Hands Off 2 partners work to reduce violence against sex workers at community, national and regional level. Additional information (if available): The most recent data on sex work shows an HIV prevalence of 57.1 percent among female sex workers. It is officially not a crime to sell sex in Zimbabwe. Transgender sex workers often face discrimination and need to be capacitated on their rights so that they come up strong.We still face a challenge to have them attend most workshops. Aidsfonds, Tiyane Vavasate (sex worker-led group), Pathfinder (international NGO) and the National We Want Rights Platform (national sex worker-movement) work on reducing violence against sex workers in Mozambique. This is done by implementing activities that focus on strengthening the sex worker movement and by building strong relations with allies such as healthcare workers, politicians and law enforcement officers. Human rights violations against sex workers will be documented and used for lobbying and advocacy purposes. With the support of sex worker focal points in the eleven provinces in Mozambique, activities are rolled out on a national scale. Description of objectives: Hands Off 2 partners work to reduce violence against sex workers at community, national and regional level. In Mozambique, outcomes include a functional and sustainable national sex worker movement and empowering sex workers to influence policies and laws relevant for them. Partners are also working to increased police protection for sex workers, by working closely with the Polícia da República da Moçambique. Thus, the justifications around productivity are always based on the discourse brought by the focal points, and often there is no way to really verify whether the reasons are real or not, if there is no supervision at the local level. Therefore, the approach of involving the platform members in monitoring the activities of the focal points at provincial and district level - since these members are represented there; d) overlapping reporting and activities, since most focal points are also peer educators from other organizations. And they often prioritize the activities of other organizations over the platform. Therefore, we are already starting the process of performance evaluation of the focal points (the volunteer terms end in May 2023), so that based on their performance we can evaluate the continuity or not of the focal points in the platform, and from there recruit new ones that have more availability Number of sex workers reached by communities and networks with information on their rights A national sex worker movements is functional and sustainable Number of districts the national sex worker movement is represented and/ or active in There are at the moment 24 focal points in 18 districts, 15 for FSW and 9 for TSW and MSW. The remainder was provided via Pathfinder to NPSWR for support with activities in outcomes 1, 2, and 3 of the Hands Off project. Reported as 730,57USD, converted based on 2022 budget rates Sex workers use community led prevention, care and health services Number of sex workers accessing community-led support after violence The reduction is justified for the following reasons: (a) the beneficiaries still present low literacy on human rights and because of this they prefer quick solutions in front of a violent situation submitting to negotiation with the perpetrators of violence; c) The work with the community leaders by the Platform at the local level is still not substantial, since it needs a specific approach of intervention. For example, scheduling meetings with the health committees at the local level (where there is a diversity of community leader representation) requires a more structured coordination with the local structures. This means that focal points must be trained in how to work with local structures and how to engage them. d) Weaknesses in the articulation of the focal point with members of the platform member organizations to be able to do joint community mobilization actions with community leaders, and this will be discussed in the bi-monthly platform meeting Sex workers use rights based tailored health services Number of sex workers accessing health & testing (if applicable) services Data included is through referral by a focal point. Because transgender SW tend to prefer to directly contact a facility, hence the platform does not have the data. The team is working with the focal points to strengthen the understanding of monitoring and follow up. Pathfinder & NPSWR have shifted their activities away from health and testing services, as MOH has taken over most of that programming. Their focus has been on other services, movement building, and community sensitization. This data is not up to date yet, will be updated in the next semester, this is also when the newly trained paralegals will report. There are three reasons for this reduction: (a) despite low literacy among women in this group regarding conflict resolution flows at the local level, they prefer to make agreements with perpetrators of violence since they have the perception that paying for the violence solves the violence problem. Therefore, the focus has been on the immediacy of the solution, negotiating violence for monetary values; b) The procedural delay of some cases due to the needs of procedural investigation (gathering evidence, searching for material proofs, etc) make some women give up on pursuing the cases until they are resolved at the judicial level, associated with the fact that many women in this age group do not publicly assume the activity of sex work. c) The focal points' poor knowledge of the functioning of the justice system weakens their power to support this component, because they do not understand the mechanisms of treatment, the processes, the time, etc. For this reason we started with the training of focal points as paralegals to better follow up cases of violence in the justice system. Under Hands Off INERELA+ looks to empower its members (religious leaders of their interfaith network) to become agents of change who will help eliminate stigma and discrimination within their congregations and communities, and challenge stigma against sex workers. To this end INERELA+ will develop a training curriculum on sex work in collaboration and consultation with its members and in-country sex worker communities. Description of objectives: Hands Off II partners work to reduce violence against sex workers at community, national and regional level. Outcomes of INERELA+ mainly involves a more enabling and supportive environment for sex work. Description of target groups: The programme’s primary target group is female, male and transgender sex workers, meaning those who receive money or goods in exchange for sexual services, either regularly or occasionally. INERELA+ will work with its members, religious leaders, and will work with influential people from their congregation and community. Additional information (if available): Sex workers experience violence from members of their community, relatives or peers. Violence is often fuelled by a context of stigma and discrimination. Within this context, sex workers are looked down upon socially and denied access to many formal and informal societal structures. In most Southern Africa contexts religious leaders vocally oppose to sex work, stressing that it's harmful and morally repugnant, reinforcing stigma and violence. There are several to the underperformance of this indicator.a)some cases were submitted, however, they were not meeting the set requirement criteria for one to be supported with emergency fund, b) other cases were reported and submitted late to the review committee such that by the time they are reviewed, they are overtaken by events in that the situation is no longer emergency warranting the need for the support. BONELA and Sisonke, will be address the challenge of the selection criteria and timeframe for submission of requests during the review meeting, taking in to consideration, the context of what's happening on the ground d) a lot of requests were made during the lock down and as result of movement restrictions during COVID as most sex workers could not continue with the normal business, and this increased the number of those in need of support There has been a decline in the number of sex workers in need of community led support after violence. It has been noted that some of the cases which could have been assisted particularly with emergency fund, only presented their need for support when they had recovered. Some of them particularly the non-citizens without valid documents were reluctant to report cases due to fear of deportation following revelation of illegal residence. Sex workers use rights based tailored health services Number of sex workers accessing health & testing (if applicable) services Clients were referred and linked to different services such as ART refills, initiation on ART, re-initiation for those who defaulted on ART, TB and STI screening, HTC, initiation on PrEP. It was noted during the data verification process that most of the clients who have been referred for services had not yet returned the completed referral slips. It was therefore difficult to ascertain if they have received services or not. Some of the sex workers, reported to have gone access the services but did not take the referral slips along for fear of being stigmatised by service providers. BONELA proposes for accompanied referral which is escroting the clients to services providers and hopefully this will will improve linkage to health care services. The second half of the year in Botswana is a very mobile season for sex workers particularly that the second half of the year is a holiday season. We also loose clients when we have referred them for services as lines are usually long, this meaning that they are lost to follow up when they do not return the refferal slips. Sex workers access psychosocial services Number of sex workers accessing psychosocial services Sex workers were referred for counselling services with other service providers providing mental and psyschosocial health services such as BGBVC, Government social workers, Silence Kills and police, as a temporary measure while Sisonke is still finalising the parameters of the agreement contract with the identified service provider. It is hoped that with the engagement of a psychologist, more sex workers who have been reluctant to access services from public health services will come forth. There is a need, however mental health issues are still mystified in Botswana. SWs would go for 1 session and would not continue with the services. Efforts are being explored as how best to get SWs consistently attend sessions. Sex workers receive adequate legal services Number of sex workers accessing legal support Legal support cases ranged from emotional abuse, sexual assault,emotional abuse and financial abuse.A high number of MSW reported being assaulted in the Selibe Phikwe area, while the females reported high incidennts of theft and emotional abuse. But we have attended the AIDS 2022, Botswana HIV conference, SADC parliamentary forum wiith UNFPA, UNAIDS in danger report launch, Botswana Gender commission launch, National HIV prevention cascade with NAHPA Stigma and discrimination against sex workers is reduced Number of community leaders trained on the rights of sex workers Community leaders such as tribal and religious leaders, VDC members. BONERELA has been engaged to sensitise community leaders on the rights of sex workers, however this has been on ad hoc basis. There is need to intensify/ make the relationship/engagement official such that BONERELA is engaged on regular basis. The reason is that there was no financial support to facilitate the trainings. However, paralegals would visit them at their respective areas of work and have dialogues with them. One thing we have realised late was that the paralegals were having dialogues with community leaders but they were not documenting, which made verification difficult. The National AIDS and health promotions agency has been supporting BONELA and Sisonke to scale up the sesitisatons of community leaders to end stigma as they are the gate keepers of community perceptions, this has led to a positive outlook of sex workers by religious and traditional leaders. Safe sex work locations with increased respectful interaction between police and sex workers Number of human rights violations reported to the police Sex workers are encouraged to report cases, though most of the foreign sex workers are reluctant to report for fear of being deported. Child and Gender units have been established in police stations where clients who have been violated can report their cases in privacy. However, there is much that needs to be done in terms of sensitising the police on human rights. Selibe Phikwe has reported high number of clients who reported cases to the police, and this is as a result of a mutual relationship between the paralegal and the police, as there are instances whereby when the police conduct outreaches, they invite the paralegal along to disseminate messages and the paralegal can also invite the police to outreaches. In some instances mediation is done between the two parties, therefore there wont be any need to report to police. There were reports, however, police officers still do not sign referal slips which we can use to prove that indeed the sex workers have accessed the services Sex workers are untrusting of the police officers so some cases go unreported. But advocacy at the DMSAC level has been leveraged, unfortunately, the police focal persons arent always present. We will partner with GBV focal persons in the Police department as an entry point to link sex workers cases. By training community champions and increasing sex workers’ rights literacy, sex workers will be more aware of their own rights and eventually demand their own rights. ZASWA will roll out trainings on reducing self-stigma and will ensure that sex workers have access to sex worker-friendly health services by sensitising healthcare workers on the needs of sex workers. Activities will also focus on establishing strong crisis response systems. North Star is working to scale up overall reach to ensure reaching the remaining 6813 SWs needed to reach the target which we are well on our way to reaching. A total number of 6 male SWs 24 years and younger were reached during the first half of 2022. This improvement is based on the Survey conducted with the aim of identifying the specific health needs of LGBTQI SWs. This remains a hard to reach population that North Star is committed to reaching. Currently we require 30 additional clients to be reached and as services have recovered from COVID we are well on our way to reaching the project target with current performance at 70% already. A total number of 13 male SWs 25 years and older have been reached with SRHR and HIV/AIDS information. Our current performance for the overall project is at 64%. Currently we need to reach 36 clients to ensure meeting the project target. North Star is making good progress with this population group and is well on its way to reaching the overall target. A total number of 2 transgender SWs 24 years and younger were reached with information on SRHR and HIV/AIDS. Once again this is a particularly hard to reach population however with the recent survey to better understand the needs of LGBTQI SWs we are confident our reach will increase in the coming months. This indicator performance is currently only at 18% with a reach of 41 still needed to reach the target. A total number of 18 transgender SWs 25 years and older were reached during the first half of 2022 with information on HIV/AIDS and SRHR. North Star's reach to this particular population group has increased progressively over the last 3 years with our current progress at 54%. We are well on our way to reaching and possibly exceeding the target for this indicator. Due to the involvement of community gatekeepers we are at 87% of last year's annual reach. We are making increased progress with this population and are confident we will be able to progressively increase our annual reach. Progress dipped as we progressed through COVID however we are working on increasing our reach - this first half of 2022 has progressed well. We are still working towards reaching almost 2000 clients by the end of the project. A total number of 2 male SWs 24 years and younger were reached with information on their rights. Progress on this indicator is particularly slow and will be a priority for the second half of 2022. A total number of 17 male SWs 25 years and older were reached with information on their rights. This indicator is progressing well with the overall progress at 53%. We require 47 clients to reach the target which we are confident we can achieve by the end of the project. It is also great to see the overall increase from year to year for this indicator. A total number of 3 transgender SWs 24 years and younger were reached with information on their rights. Once againg the progress on this indicator is slow because these clients remain hard to reach. We are encouraged to have the highest reach for the last 6 months and building on this we believe we can progressively increase our reach on providing clients with information on their rights. A total number of 11 transgender SWs 25 years and older were reached with information on their rights. This indicator has progressed well from last year with us doubling last year's annual reach in just 6 months. We are confident we can build on this progress for the remainder of the project. From North Star: We conducted several Sexual Health Rigths and Safety Training workshops in the 2nd half of the year. Through the CRT meetings, our stakeholders are more invloved and champions our project among the SW's. We have several SW's that participate in the CRT meetings, and therefore are champions in the communities where our sites are. We have established new relationships towards the latter part of the year with rigths groups. A total number of 54 female SWs 25 years and older accessed community-led support after experiencing violence. We are making progress with this indicator although it is slow and has remained somewhat consistent over the last 2 years. We are committed to ensuring increased progress on this indicator. A total number of 1 male SWs 24 years and younger accessed community-led support after experiencing violence. This indicator is low especially because males don’t like to admit they have been subject to a violent incident. We are working to help change this perception and behaviour - we want to see young men be able to access support for violence. It may be worth considering a realignment of this target to the same as the below indicator knowing that our reach in this age group is normally lower than the older age group. A total number of 3 male SWs 25 years and older accessed community-led support after experiencing violence. We are making progress with this indicator although it is very slow and mostly influenced by cultural perceptions and behaviour. A total number of 2 transgender SWs 24 years and younger accessed community-led support after experiencing violence. This indicator was doubled from the previous 2 years however it still remains low. We are working on trying to break the barriers that prevent transgender clients from accessing support after violence. A total number of 2 transgender SWs 25 years and older accessed community-led support after experiencing violence. We are making progress with this indicator with current performance at 35%. Many males refuse to report GBVs, fear of further stigmatisation and being laughed at. From the recent reflections meetings which were attended by some Transgender, they expressed their fear to do so. We are working with them as well as the victim friendly police to show more empathy and not laugh at them. Clients who tested for HIV (a total of 241), 20% of these tested positive for HIV. Currently we are performing well on this indicator and are confident we will reach the target by the end of the project. We are progressing well with this indicator with overall progress at 70% however more effort will be dedicated to increasing our annual number of clients accessing services. A total number of 3 male SWs 25 years and older accessed health and testing services. This indicator has progressed well over the years of implementation and is currently sitting on 88%. We are confident we will be able to reach the target before the end of the project. A total number of 2 transgender SWs 24 years and younger accessed health and testing services. This indicator is progressing slowly and we are committed to increasing this client category's access to health and testing services. Once again clients need to disclose this information which can sometimes be a sensitive topic especially in some cultures and communities. This indicator is progressing particularly slowly because we have a small pool of transgender SWs that we are working with at the moment - or rather who have disclosed their status. This target population being particularly hard to reach is reflected across these indicators, as we gain more understanding about their needs we hope to increase this reach. This indiactor is progressing well over the years and the reach looks particularly positive for this hard to reach population. Besides the CRT, our CRT leaders are champions here and really go out to find these clients. This was observed during my recent trip, as well as monthly night outreaches. Our peer educators are also actively finding these clients. description The Exceptional Opportunity Funding is a short-term grants program to support the continued efforts of regional and global HIV civil society and community-led networks in adapting to the COVID-19 pandemic context, and in mitigating the impact of the dual COVID-19 and HIV crisis on inadequately served populations. The EOF is a program of the Robert Carr Fund, with support from the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and in partnership with UNAIDS.
