For the Robert Carr Fund, we are looking for a Project Officer (32 hours per week). Aidsfonds is the Fund Management Agent of the Robert Carr Fund for civil society networks.

Robert Carr Fund for civil society networks

Robert Carr Fund (Fund), launched in July 2012, is an innovative pooled funding mechanism designed to support global and regional civil society networks worldwide in their response to HIV and to address the needs of the populations inadequately served in HIV response. Men who have sex with men, people who use drugs, prisoners, sex workers and transgender people are disproportionately affected by HIV and experience systematic human rights violations due to discrimination, exclusion and criminalization. The Fund aims to strengthen HIV civil society to ensure access of marginalized groups to health, justice and funding.

The contributing donors to the Fund are the UK Foreign, Commonwealth & Development Office (FCDO); Norwegian Agency for Development Cooperation (Norad); the US President’s Emergency Plan for AIDS Relief (PEPFAR); the Dutch Ministry of Foreign Affairs; and the Bill & Melinda Gates Foundation. The donors and civil society organizations designed the Fund in partnership, which is embodied in the Fund’s governance structures i.e. International Steering Committee consisting of both members of civil society and representatives of funders. The membership of the Fund’s Program Advisory Panel (PAP) consists of experts from civil society. To strengthen the Fund’s Secretariat we are looking for an experienced Project Officer.

 

Project Officer

(temporary, 32 hours per week)

The project officer will primarily support the implementation of the Exceptional Opportunity Fund (EOF), a $10mln grant making program designed to mitigate the impact of COVID-19 on HIV program for Inadequately Served Populations (ISPs) supported by PEPFAR in partnership with UNAIDS.

Main tasks & responsibilities

The project officer will be responsible for day-to-day management and t implementation of the Exceptional Opportunity Fund, including grants management and monitoring, maintaining grantee relationships, liaising with financial officers, and prepare reporting for the ISC and donors. The project officer will report to the Senior Project Officer overseeing this program.

 

Grant making

  • Oversee a portfolio of grantees implementing a program of work under the EOF
  • Execute the monitoring, evaluation and learning (MEL) cycle in collaboration with RCF’s MEL lead
  • Monitor for risks of corruption, fraud and mismanagement (CFM) and/or wider integrity breaches
  • Conceptualize and organise regular meetings and webinars with grantees
  • Prepare reports for the RCF’s International Steering Committee (ISC) as required

 

Donor relations

  • Support the senior project officer in her role as focal point for the donor – UNAIDS/PEPFAR
  • Develop and submit regular reports to the donor and respond to ad hoc queries

 

Communications and representation

  • Identify and support the generation of content for social media, RCF website and other relevant communications outlets in line with the RCF communications strategy
  • Represent the RCF and EOF program at internal meetings
  • Seek out synergies with other international programmes and initiatives and coordinate relevant activities

 

Your salary will be between € 2.719 and  € 4.393 gross per month (for 36 hours). You will be offered a fixed term contract for one year after which the contract can be extended in combination with good performance and provided sufficient financial means.

 

Requirements & competencies

  • Minimum 2 - 3 years of relevant work experience
  • Knowledge of/affinity with HIV/AIDS, the international playing field, inadequeated served populations in the HIV response, community based or led approaches and/or grant making
  • Experience of developing or assessing work plans and budgets for not-for-profit organisations
  • Experience with monitoring, evaluation, and learning, including conceptualizing and implementing program evaluation in not-for-profit organizations
  • Knowledge of project management/project based creation
  • Flexible, creative, independent, analytical and pragmatic
  • Excellent relationship building skills, with an ability to include, influence and motivate people at all levels
  • Experience in working with diverse group of stakeholders, including civil society, donors and other experts
  • Fluent English communication skills; ability to read and understand Dutch, Spanish, French or Russian is appreciated
