Vacancy: Business Controller - Robert Carr Fund

For the Robert Carr Fund, we are looking for a Business Controller. Aidsfonds is the Fund Management Agent of the Robert Carr Fund for civil society networks.

Robert Carr Fund for civil society networks

Robert Carr Fund (Fund), launched in July 2012, is an innovative pooled funding mechanism designed to support global and regional civil society networks worldwide in their response to HIV and to address the needs of marginalized groups. Men who have sex with men, people who use drugs, prisoners, sex workers and transgender people are disproportionately affected by HIV and experience systematic human rights violations due to discrimination, exclusion and criminalization. The Fund aims to strengthen HIV civil society to ensure access of marginalized groups to health, justice and funding.

 

The contributing donors to the Fund are the UK Department for International Development (DFID); Norwegian Agency for Development Cooperation (NORAD); the US President’s Emergency Plan for AIDS Relief (PEPFAR); the Dutch Ministry of Foreign Affairs; and the Bill & Melinda Gates Foundation. The donors and civil society organizations designed the Fund in partnership, which is embodied in the Fund’s governance structures i.e. International Steering Committee consisting of both members of civil society and representatives of funders. The membership of the Fund’s Program Advisory Panel (PAP) consists of experts from civil society. To strengthen the Fund’s Secretariat we are looking for an experienced Business Controller.

 

Business Controller

(32-36 hours per week)

 

The position is 100% dedicated to the Robert Carr Fund and reports to the Fund Director regarding matters related to RCF grantees and the RCF budget. In collaboration with the Fund Director, the Business Controller works together with program officers and in close collaboration with the Aidsfonds Business Controller of the fund and the RCF finance officer to ensure proper grant management of an assigned portfolio of currently funded RCF projects.

 

Tasks & responsibilities

Grants management

  • Review and assess grantees’ annual budgets, financial reports, audits;
  • Review payment requests and liquidity forecasts from the grantees and prepare/process grant disbursements and payments in collaboration with Program Officers;
  • Participate in due diligence processes and undertake the necessary checks for contracting partners;
  • Review documentation and provide financial oversight for the closure of grants;
  • Monitor for risks of corruption, fraud and mismanagement (CFM) and engage with the ISC accountability committee, Aidsfonds CFO and the Fund Director, to prevent and manage CFM cases;
  • Collaborate with Program Officers to assess and monitor grantees’ compliance with financial and audit requirements per contractual agreements;
  • Advise and support Program Officers in overall grant management;
  • Develop and adjust budget/financial reporting templates, formats and logs as an integral part of grantees’ annual reporting and monitoring, evaluation and learning (MEL) process;
  • Develop and communicate clear financial planning and reporting guidelines, procedures and audit requirements to the grantees;
  • Perform monitoring visits to the grantees in collaboration with Program Officers.

 

Capacity building and learning

  • In collaboration with Program Officers, perform regular financial health scans/checks, propose and implement capacity building workshops/trainings in financial management with the grantees and RCF staff (including with support of external consultants);
  • Conduct regular teleconferences to provide support as needed to grantees with budgeting, financial reporting and audits.

 

Overall Financial Management

  • Ensure compliance of RCF financial management policies, procedures and standards with those of the Aidsfonds and Dutch regulations with guidance from Business Control and Finance;
  • Support the preparation of relevant financial information on the RCF and Aidsfonds annual audits with guidance from Business Control and Finance;
  • Review financial data for publishing through the International Aid Transparency initiative (IATI);
  • Support the development of financial data processing for the development of financial data visualization.

Your salary is between € 2,719 - € 4,393 gross per month (at 36 hours). You will be offered a contract of one year after which the contract can be extended in combination with good performance and provided sufficient financial means.

 

Requirements and competences

  • A completed university degree in finance/economics/business;
  • Minimum 3 - 5 years of relevant work experience;
  • Experience in the field of development/non-for-profit working with international projects;
  • Strong analytical skills and a thorough knowledge of the financial planning and control cycle;
  • Organizational skills, good at negotiating, independently acting with authority at various levels;
  • Excellent English speaking and writing skills;
  • Excellent Excel skills;
  • Data visualizations skills would be a plus.
